Ellen Graper, a Partner at StoneTurn, has almost 20 years of experience assisting accounting firms navigate regulatory and industry requirements. Her expertise draws from her tenure as both an accounting regulator and a financial statement auditor.

Her practice is focused on the implementation of quality management standards, serving as the independent consultant in response to regulatory settlements, and assisting accounting firms navigate the PCAOB inspections and enforcement processes.

Ellen has served either as or with the Independent Consultant for multiple accounting firms with highly visible settlements with the SEC and PCAOB.  These engagements have focused on ethics, integrity, independence, and risk assessment.  Her deep experience performing root cause analysis allows her to recommend and implement targeted responses to regulatory criticisms.

Ellen developed her comprehensive understanding of regulatory frameworks during her 14 years within the PCAOB’s Division of Registration and Inspections.  Starting with the PCAOB as one of its first inspectors in 2003, Ellen helped develop the inspection and related reporting processes before taking responsibility for evaluating firm remediation submissions under Rule 4009.  For almost 10 years, Ellen managed the remediation process for all but the 10 largest registered accounting firms worldwide and authored the PCAOB policy manual for non-affiliated firm remediation.

Ellen is a Certified Public Accountant (CPA) in the Commonwealth of Massachusetts and a member of the American Institute of Certified Public Accountants (AICPA).
