Global Advisory Firm Adds Three Experienced Practitioners to Assist Clients in Mitigating Risk
StoneTurn, a global advisory firm that assists companies, their counsel and government agencies on regulatory, risk and compliance issues, investigations, monitorships and business disputes, today announced that Tricia Daniels and Ellen Graper have joined as Partners based in Washington, DC; Scott Boylan has joined as a Senior Adviser.
A consulting veteran, Tricia Daniels brings significant experience in corporate internal investigations and government contract disputes. She has advised clients on complex accounting and financial matters and conducted investigations in the areas of the Foreign Corrupt Practices Act (FCPA), regulatory inquiries, contract disputes and general financial fraud. In addition, Tricia works closely with legal and M&A-focused teams to carry out thorough, non-disruptive investigations related to international trade compliance.
Ellen Graper, previously Associate Director at the Public Company Accounting Oversight Board (PCAOB), managed the remediation process for all but the 10 largest registered accounting firms worldwide. She leverages her significant expertise in root-cause analysis and post-issuance reviews of audit engagements to assist public accounting firm clients with their proactive compliance and remediation efforts. Ellen will lead our practice working with accounting firms in their compliance with, and remediation efforts around, SEC and PCAOB requirements and standards.
The former Senior Policy Advisor to the Secretary of the U.S. Department of Homeland Security, Scott Boylan applies his hands-on knowledge of all aspects of the Committee on Foreign Investment in the United States (CFIUS) to help clients negotiate mitigation agreements and establish leading operating protocols to ensure CFIUS compliance. He draws upon experience gained as the Chief Legal Officer of CFIUS-mitigated companies to provide businesses with critical insights into any potential cross-border investments. Scott will lead our work with companies in the international trade arena, including advising counsel and companies on CFIUS-related challenges and sanctions compliance.

Prior to joining StoneTurn, Tricia was a Managing Director with a large global professional services firm. She also served as a Partner in the financial services advisory practice of a Big Four firm and held roles at large public accounting firms, where she began her career as an auditor. Tricia is a Certified Public Accountant (CPA), Certified Fraud Examiner (CFE) and is Certified in Financial Forensics (CFF).
Prior to joining StoneTurn, Ellen was instrumental in the launch of a regulatory consulting practice focused on PCAOB-registered accounting firms. She began her career at a Big Four firm, where she specialized in the audits of issuers, including global media companies and construction contractors. Ellen is a CPA in the Commonwealth of Massachusetts and a member of the American Institute of Certified Public Accountants (AICPA).
Scott served as general counsel for MorphoTrust USA and senior counsel for GE. He also held leadership positions in several government agencies, including the U.S. Departments of Homeland Security (DHS), Treasury and Justice (DOJ). At DHS, Scott was responsible for developing and implementing the CFIUS process at the department’s inception. He is a member of the District of Columbia Bar and Massachusetts State Bar Associations.
