Global Advisory Firm Bolsters Investigations and Compliance & Monitoring Capabilities with Addition of Eight Professionals in New York
New York, NY (September 26, 2018) – StoneTurn, a global advisory firm that assists companies, their counsel and government agencies on regulatory, risk and compliance issues and business disputes, today announced its continued growth with the addition of eight professionals in New York. Joining StoneTurn from Lemire LLC (“Lemire”) are: Katherine A. Lemire, David C. Burroughs and Amy R. Foote, as Partners; Meryl P. Kaye, as a Managing Director; and four additional experienced professionals.
Driven by a host of corporate compliance risks, including digitization and cybersecurity, anti-corruption, culture & ethics transparency, a changing regulatory landscape and accelerated business growth, StoneTurn is steadily expanding around the world with the addition of senior professionals who are experts at working with attorneys, company executives and regulators to address these complex issues across all areas: Prevention & Detection; Investigations & Response; and Remediation & Monitoring and Related Litigation.

One of the few woman-owned firms in the sector, Lemire advised city and state government agencies, Fortune 100 companies, law firms, real estate and construction companies, financial institutions, non-profit organizations and individuals on a range of complex compliance and investigative matters. Under Ms. Lemire’s leadership, the team is currently overseeing compliance reviews for one of the largest construction unions in the U.S. under a monitorship imposed by a federal judge relating to allegations of racketeering, bribery and related crimes. Previously, the firm led a forensic accounting and investigative team on a monitorship for a Swiss Bank on behalf of the New York State Department of Financial Services.

Katherine A. Lemire, Partner
Ms. Lemire has more than 20 years of experience advising public and private sector clients on a range of compliance and integrity issues, complex investigations, corruption, anti-money laundering, fraud and risk matters. She has managed multiple federal, state and local monitorships. In addition to the construction union and Swiss Bank monitorships, Ms. Lemire is currently serving as a court-appointed Special Master in the U.S. District Court in the Southern District of New York and was Independent Consultant to the Port Authority of New York and New Jersey for municipal bond disclosure requirements resulting from an SEC Consent Decree. Her private sector work includes a range of complex legal and investigative matters such as corporate malfeasance, money laundering schemes, sexual misconduct in the workplace, cyber fraud, employee theft and corruption.
Previously, Ms. Lemire served as an Assistant United States Attorney in the U.S. Attorney’s Office for the Southern District of New York and began her career as an Assistant District Attorney in the New York County District Attorney’s Office. She also served for four years as Counsel to New York City Police Commissioner Raymond W. Kelly, where she managed a broad portfolio of operational, legal and managerial matters for an agency with more than 50,000 employees. A frequent speaker and writer, she is the recipient of several awards including the 2017 Above & Beyond Award for Outstanding Women in Business, presented by City & State NY.

David C. Burroughs, Partner
David C. Burroughs brings to StoneTurn nearly three decades of law enforcement, public and private sector experience in fraud and forensic investigations, compliance and risk management, and monitorships. At Lemire and in his current role, he supervises large-scale teams of forensic accountants, investigators and analysts for public and private sector engagements. In the private sector, Mr. Burroughs has conducted numerous cyber and forensic accounting reviews on behalf of corporate clients that suffered significant financial losses. Prior to his position at Lemire, Mr. Burroughs served in several investigative and management positions with the FBI, most recently as Supervisory Special Agent in Charge of the New York Special Operations Technical Squad, in which he managed and directed highly sensitive investigations in support of criminal and counterterrorist operations. He is the recipient of the FBI Federal Law Enforcement Foundation Investigator of the Year award (2010).

Amy R. Foote, Partner
A seasoned attorney with two decades of experience in complex and high-stakes litigation and investigations, Ms. Foote directs investigative matters and advises public agencies and private corporations on risk mitigation and governance issues. She has conducted investigations and represented individuals and corporations in a wide variety of complex commercial disputes, governmental litigation and investigations, criminal and regulatory matters, and litigation-related business issues. Before joining the advisory team at Lemire, Ms. Foote founded and managed a boutique litigation law firm based in New York City and was previously associated with the national law firm Boies, Schiller & Flexner. She has successfully defended clients in criminal and civil matters, including those pending before the DOJ, the SEC, the New York State Attorney General’s Office, and local law enforcement departments. Earlier, Ms. Foote served as Senior Counsel to a conglomerate of international insurance entities and investment companies and began her career as a prosecutor at the New York County District Attorney’s Office.

Meryl P. Kaye, Managing Director
Ms. Kaye has more than 20 years of experience as an investigative strategist and research analyst. She works with both private and public sector clients on a broad range of matters, including due diligence, litigation support and asset searching, as well as investigations into matters of corporate malfeasance, corruption and financial fraud. As Senior Director at Lemire, Ms. Kaye oversaw the Research and Analysis Practice, where she provided guidance to the firm’s analytical staff in utilizing advanced research methodologies to uncover material information on a variety of cases, including those involving fraudulent business practices, pre-transaction due diligence, complex litigation, asset identification and employee misconduct. Prior to joining Lemire, Ms. Kaye was a Principal with Cornerstone Investigations, LLC and, earlier, was the Director of Research for SafirRosetti (now Guidepost Solutions). She previously held managerial positions at two global intelligence and investigative firms. Ms. Kaye is a licensed Private Investigator in the State of New York.
